Rep. Eric Swalwell (D-CA) is facing renewed scrutiny over past ties to a Chinese intelligence operative as his campaign for California governor gains momentum. The allegations, first reported in 2020, resurfaced this week after a conservative watchdog group filed an ethics complaint with the House Committee on Ethics.
The controversy centers on Swalwell's relationship with Christine Fang, a suspected Chinese spy who allegedly cultivated ties with multiple U.S. politicians between 2011-2015. While Swalwell has repeatedly denied any wrongdoing, the timing has sparked fresh debate as he competes in California's crowded Democratic primary.
Swalwell's campaign spokesperson told reporters Thursday that the congressman "fully cooperated with federal investigators years ago" and called the renewed attention "a desperate political attack." The FBI reportedly briefed Swalwell about Fang's activities in 2015 and found no evidence he compromised national security.
The issue gained new traction after the conservative group Judicial Watch filed its complaint Wednesday, alleging Swalwell violated House rules by not properly disclosing the relationship. Political analysts note the timing coincides with recent polling showing Swalwell gaining ground in the governor's race.
California voters will weigh in on June 7 during the state's nonpartisan primary, where the top two candidates advance regardless of party. Swalwell currently trails frontrunners Lt. Gov. Eleni Kounalakis and former State Controller Betty Yee in most surveys.
The controversy has drawn mixed reactions from voters. "This feels like old news being recycled for political points," said Oakland teacher Marisol Gutierrez, while Fresno small business owner David Chen countered, "Voters deserve complete transparency from anyone seeking higher office."
House Ethics Committee staff confirmed receipt of the complaint but declined to comment on whether they would open an investigation. The committee typically takes months to review such filings.
Swalwell, who serves on the House Intelligence and Judiciary Committees, has made national security a centerpiece of his gubernatorial campaign. The 41-year-old congressman gained national prominence during the first Trump impeachment hearings.
The California Democratic Party has not commented on the allegations. Political observers suggest the story may have limited impact in the heavily Democratic state unless new evidence emerges before the primary.
Federal election records show Swalwell's campaign raised $1.2 million last quarter, putting him in the middle of the fundraising pack. The candidate has scheduled campaign stops in San Diego and Riverside this weekend, where he's expected to face questions about the controversy.
